The Ghana Ports and Harbours Authority (GPHA) has reversed a series of irregular staff promotions after an internal investigation revealed widespread breaches of its promotion policy.
The decision, spearheaded by Acting Director General, Brigadier General Paul Seidu Tanye-Kulono, follows formal petitions submitted by concerned staff over perceived unfairness in recent advancement processes.
According to a statement issued by the Marketing and Corporate Affairs Department, a committee was tasked to probe the matter. The findings, after months of detailed review, revealed that some individuals had been promoted multiple times within a single year, while other equally competent staff were overlooked — raising questions about transparency and equity.
Management explained that the reversal was necessary to safeguard morale among staff and to uphold the principles of fairness, meritocracy, and policy compliance. The statement emphasized that the move was not punitive but rather a corrective measure in line with the Authority’s broader Reset Agenda — a reform initiative aimed at restoring discipline, accountability, and integrity across public sector institutions.
Additionally, the GPHA highlighted that the cumulative financial burden of these unjustifiable promotions posed a risk to its long-term sustainability.
To address concerns from affected staff, the Director General has established appropriate channels for redress, assuring employees that the process remains transparent and open to dialogue.
The Authority expressed confidence that this decisive action will reinforce a performance-based culture and enhance trust in the system going forward.
