Building Strong Foundations: Why Ghana’s Mother Tongue Policy Deserves Our Support

On Friday, October 24, 2025, the Ministry of Education, under the leadership of Hon. Haruna Iddrisu, reinforced Ghana’s commitment to mother tongue education by directing that Ghanaian languages be used as the medium of instruction in basic schools, particularly at the lower primary level. The directive was announced at the launch of the Free Tertiary Education for Persons with Disabilities in Accra. This declaration is indeed a good one and a step in the right direction. It represents a positive move towards building a solid foundation for teaching and learning at the basic education level. This policy thus deserves the full support of parents, teachers and all stakeholders of education. It reinforces the notion that learning becomes easier when young learners are introduced to academic lessons through a language they easily understand – the mother tongue. Over the years, many Ghanaian learners have struggled with English as the medium of instruction at the primary level. In many rural communities, pupils speak their local languages such as Dagbani, Ga, Twi, or Ewe. When young learners suddenly transition from learning in their local languages to learning in English, many may struggle to understand lessons. The Ministry’s vision therefore aims to promote active participation and learning among primary learners across all basic schools. UNESCO has consistently advocated for mother tongue-based multilingual education, emphasising that children often learn more effectively when their early education is connected to a language they understand. Hon. Haruna Iddrisu deserves recognition for strengthening efforts towards the implementation of a long-standing language-in-education policy that previous governments had also recognised. The success of this directive will depend on effective implementation. The Ministry of Education and the Ghana Education Service (GES) must ensure that teachers and language instructors get enough training in the local languages they are to teach. Teaching and learning materials must also be made accessible to all parts of the country, especially the remote areas of Ghana. While some may argue that the use of the L1 may ultimately delay English proficiency, this assertion is misplaced. Having a strong foundation in one’s local language helps deepen understanding of a second language. In conclusion, educators should not hesitate to use local languages to help young learners at the lower primary level understand lessons effectively.     Source: Ghana News Agency report on the Ministry of Education's mother tongue directive (October 2025).
